Job Title Infrastructure Engineer Supervisor
Location Khartoum
Reoort To Operation Director dotted line to Khartoum program Coordinator
Starting Salary 7000 SDG
Work Environment This job requires 70% travel to project sites in potentially remote urban areas around Khartoum State

Under the direction of Khartoum Program Coordinator, the Infrastructure and Rehabilitation Supervisor  will be responsible for the assessment designing and monitoring of all Khartoum Program

Construction projected These projects will include both new constructions and rehabilitation works in School women centers Child Friendly Specs among others as needed

MAJOR RESPONSIBILITIES

Program Management and Evaluation

Carryout initial assessment of construction work to estimate cost of construction
Design and prepare technical drawings, prepare bill of quantities and tender documents

Asst in the evaluation of Constructor  and rehabilitation tenders in collaboration with Tender Committee

Ensure that construction project requirements are clearly to the Contractors and that the Contractors are performing their project obligations in compliance with the signed contracts with World Vision Sudan

Conduct additional trouble shooing visits as required

Identify and develop concept plans for small projects that world vision sudan may implement in assigned regions

Oversee pre-qualification, bidding and supervision of local suppliers and contractors ensuring direct compliance to WV’s and the government of Sudan standards for building construction
Review and approve all construction design and establish technical standards in materials and building techniques

Ensure full and complete compliance to WV policies and procedures


Financial Management
Participate in contracts negotiation and agreements for construction of schools women canters child friendly spaces hand  pumps latrines etc

Support the Program staff during preparation and on-going budget appraisals for construction and rehabilitation work

Adhere to WV policy financial procedures and recording mechanisms
Follow strict adherence to project activity timeline to ensure proper accountability to donors and effective project implementation

Documentation and Reporting

Maintain proper filing for each construction projects including monitoring reports monthly reports and logistics documentation

Submit progress reports documenting all findings from visits to construction project sites

Compile reports indicating progress against objectives1 issues and concerns for VVV Sudan and donors

Liaison

Serve as primary ‎liaison link between world vision Sudan and assigned contractors in all  aspects of construction project

Participate in local liaison with relevant project partners to ensure accountability and adequate timely reporting


Liaise with local arid governmental authorities to ensure compliance with and  regional planning  coordination

Human Resources Management

Supervise contractors and casual laborers on site
Oversee construction and rehabilitation projects

Other Duties as assigned by Supervisor


Education

University degree in Civil Engineering Essential

Knowledge & Skills Excellent interpersonal organizational and time managment skills Essential

Excellent English communication skills oral and written fluent Arabic Essential

Strong detail orientation Essential

Commitment to World Vision Core Values

Good understanding of the NGO Code of Conduct Sphere Standards and adherence to Humanitarian Principles

Demonstrated capacity to function well in a team and contribute effectively to team efforts
